- 1948 – 1956 Classical grammar/secondary school in Vienna
- 1956 – 1961 University of Vienna, law and political science
- 1961 Doctorate in law, followed by judicial clerkship
3. Professional Career:
- 1958 Compulsory military service in the Federal Army
- 1963 – 1975 Secretary of the Socialist Group in the Austrian Parliament
- 1971 – 2004 Represented the Vienna constituency in the National Assembly
- 1975 – 1983 Executive Chairman of the Socialist Group in Parliament
- Since 1978 Associate professor of political science (University of Innsbruck)
- 1979 – 2004 Vice-Chairman of the Social Democratic Party (SPÖ)
- 1983 – 1987 Federal Minister of Science and Research
- 1987 – 1990 Chairman of the Social Democratic Group in the National Assembly
- 1990 – 2002 President of the National Assembly (re-elected 1994, 1996, 1999)
- 2002 – 2004 Second President of the National Assembly
